Brief: The automotive manufacturing industry in Egypt is not yet well-developed and heavily relies on the import of foreign vehicles. When foreign automotive manufacturers intend to export complete vehicles to Egypt, there are clear regulations for the type approval of certain vehicle models. To export vehicles to Egypt, automotive manufacturers for certain models not only need to obtain the CoC (E-Mark) certificate from the relevant authorities but also must undergo scrutiny from various departments or agencies, including the General Organization for Export and Import Control (GOEIC), the Egyptian Organization for Standardization and Quality (EOS), Egyptian Customs, among others.

EGYPTIAN VEHICLE CERTIFICATION FRAMEWORK
Due to the underdevelopment of the domestic automotive industry, Egypt has not yet established its own complete vehicle framework. However, in order to standardize the safety and environmental regulations for domestic vehicles and align them with international standards, Egypt has extensively referenced United Nations (UN) regulations and formulated its complete vehicle framework based on them. Taking the M1 vehicle category as an example, here are some aspects of the complete vehicle framework:

WHOLE VEHICLE APPROVAL PROCESS
1. The manufacturer finds a suitable local agent;
2. The agent (or manufacturer) completes the registration in GOEIC;
3. The manufacturer obtains the CoC (E-Mark) certificate in the country;
4. The manufacturer submits this certificate to EOS for review, and upon payment of a fee, EOS will issue a CoC certificate proving that the model can be sold in Egypt;
5. The manufacturer submits the registration certificate obtained from GOEIC, the CoC certificate issued by EOS, information proving that the vehicle model can be adapted to the Egyptian climate and other materials to the Egyptian Customs to obtain an entry permit;
6. After the certification is completed, the manufacturer can sell the certified models in Egyptian territory with the help of agents.
