Brief: In August 2023, ATIC Asia Homologation Team went to Jakarta, Indonesia to visit the Indonesian Ministry of Transportation, the Indonesian Ministry of Industry and the Indonesian Electric Vehicle Association and other officials, and had in-depth exchanges with relevant officials on Indonesia's latest market access requirements.
ATIC VISITED MINISTRY OF INDUSTRY
On 24 August, Mr. Xinny of ATIC and the team visited Mr. Prasetyo, head of the Industrial Research and Development Authority (BPPI), at the headquarters of the Indonesian Ministry of Industry, to exchange views on Indonesia's latest EV related policy requirements. ATIC had a meeting with Mr. Prasetyo (when he was in the Directorate General of Transportation Equipment Industry) in 2019, during which Mr. Prasetyo informed the company of Indonesia's recent preferential policies for imported and locally produced electric vehicles.
Taking China as an example, the current tariff on the import of whole electric vehicle CBU to Indonesia is 50%, the tariff on the import of complete knocked down parts CKD to Indonesia is 10%, and the tariff on the import of incomplete knocked down parts IKD to Indonesia is 0%. In the ministerial regulation to be released by the Indonesian Ministry of Industry, greater import tariff concessions will be provided for auto companies that invest in the assembly of factories in Indonesia: for electric vehicle models assembled and produced locally in Indonesia, CBU import tariffs can be reduced to 0% for the same model vehicle CBU import (one local to one import), and the above concessions are up to 1000 units per model per year. The regulation is expected to be published in the fourth quarter of this year.
ATIC VISITED MINISTRY OF TRANSPORTATION
On 25 August, Mr. Xinny of ATIC and the team visited Mr Fauzi, head of certification, at the Indonesian Ministry of Transport's Road Suitability and Motor Vehicle Testing Centre (BPLJSKB) in Bekasi, West Java, to exchange information on Indonesia's future requirements for motor vehicle testing and certification. ATIC has helped a number of domestic car brands enter the Indonesian market since 2016, and has cooperated with BPLJSKB, Indonesia's Ministry of Transport, on the Indonesian vehicle type approval.
At present, the Indonesian government is preparing to build a new motor vehicle testing center, which is expected to extend more than 20 new regulatory testing capabilities, and become the largest testing center in the ASEAN region. Mr Fauzi had an in-depth exchange with ATIC on Indonesia's motor vehicle testing regulations and overseas regulations for electric vehicles, and Mr Fauzi hoped to cooperate with ATIC on the future export of Indonesian vehicles to overseas.
ATIC VISITED AISMOLI
On August 25, Mr. Xinny of ATIC and the team visited the relevant leaders of the Indonesian Electric Vehicle Manufacturing Association (AISMOLI) at the Jakarta headquarters of the Indonesian Ministry of Transportation and exchanged views on the current situation of the electric vehicle industry in Indonesia. AISMOLI Chairman Dr. Setiyadi met with ATIC in 2019 (then Director General of the Land Transport Bureau of the Ministry of Transport) to have an in-depth exchange on ATIC’s international automotive certification business and the latest development of electric vehicles in China. Indonesia has a quarter of the world's nickel metal resources and a natural advantage in the field of electric vehicle power batteries. The Indonesian government clearly pointed out in presidential Decree No. 55 in 2019 that it gives priority to the development of electric vehicles and electric vehicle parts.
