Child Restraint System
Australian mandatory standards have specific requirements for the design, construction, safety performance, instructions for use, labeling and packaging of automotive child restraint systems. According to Australian mandatory standards (AS/NZS 1754: 2013), child restraint system means the devices which used with adult safety belts to restrain child passengers to reduce their risk of physical injury or death in an accident. 

The supplier may be subject to the criminal penalties if their products do not comply with Australian mandatory standards or cannot prove their products have met the requirements of standards. If the product does not meet the Australian mandatory standards, the maximum penalty for individual is $220,000 and the maximum penalty to corporate is $1.1 million. If the supplier unable to prove that the products have met the requirements of standards, the maximum penalty for individual is $4,400 and the maximum penalty to corporate is $22,000.
 
General Steps
Submit Application

Factory Audit
Australian certification body will review the application and request an onsite factory audit. ATIC will make a factory audit schedule and follow up the factory audit.
Sample Testing
Testing samples will be collected during the factory audit and sent to designated testing labs in Australia. ATIC engineers will follow up the testing and reporting process.
Approval
After factory audit and testing pass, certification body will review all the documentations and issue the certificate. Factory audit and sample testing may be requested annually.

Australian Child Restraint System Classification 

The category of Australian child restraint system is destined by children size, in particular the height of his/her shoulder. Most of child restraint systems need to mark the height of children shoulder. In addition, the age of the child is also the criterion for selecting and using the appropriate child seat type. Child restraints are generally designated in accordance with the following:

1 Type A
Rearward facing restraints: for infants with a supine length up to 70cm and 6 months of age; for infants with a supine length up to 80cm and 12 months of age; for infants up to 30 months of age; transverse restraints for infants with a supine length up to 70cm and 6 months of age.
2 Type B Forward facing chair for children from approximately 6 months to 4 years of age.
3 Type C
Forward facing harness used in conjunction with a booster seat for children approximately 4 to 10 years of age; forward facing harness without chair for children approximately 7 to 10 years of age used just with the vehicle seat.
4 Type D Rearward facing chair suitable for children approximately 6 months to 4 years of age.

Type E
A booster seat used in conjunction with a lap-sash seat belt suitable for children approximately 4 to 8 years of age whose height is less than 128cm.

Type F
A restraint consisting of either 
(i) a booster seat used in conjunction with a Type c child restraint and a seatbelt, or with a lap-sash seatbelt suitable for children approximately 4 to 10 years of age whose height is less than 138 cm; or 
(ii) a converter used in conjunction with a seatbelt, suitable for children approximately 8 to 10 years of age.

Forward- facing chair with harness, suitable for children approximately 6 months to 8 years of age.

Type H

Conversion device, cooperate with a booster seat, suitable for children approximately 4 to 7 years of age, and/or cooperate with a seat belt a booster sea suitable for children approximately 7 to 10 years of age, or any combination of the above.
