BRAZIL INMETRO CERTIFICATION OF LED LIGHT SOURCE WAS ENFORCED IN DECEMBER 2015

Brief: On March 13, 2015, the Brazilian National Metrology and Quality Technology Agency (INMETRO) issued Decree No. 144 (Ordinance 144), which stipulates the compliance certification rules for LED lighting fixtures entering the Brazilian market. The Act stipulates that after 9 months of its promulgation (December 13, 2015), all LED lighting fixtures entering the Brazilian market need to pass relevant certification and be registered with INMETRO. 15 months after its promulgation (June 13, 2016), LED lighting fixtures sold by manufacturers and importers in the Brazilian market are subject to relevant certification and registration at INMETRO, and require wholesalers, retailers, and micro-sales points. All LED lighting fixtures sold must be certified and registered with INMETRO within the specified time frame. In addition, Decree No. 144 (Ordinance 144) specifies the certification-related processes that manufacturers and importers should apply for INMETRO certification: factory audits, sampling requirements, importer audits, certification mark use, annual maintenance audits, etc.

 

Ordinance No.389 specifies the test requirements for compulsory certification. For LED light source products, it includes safety test and performance test. The specific test items are as follows:

 

Safety: general regulations, signs, dimensions, lamp holders, protection against electric shock and insulation, torsion resistance, high temperature resistance, glow wire, EMC.

 

Performance: photoelectric parameters, power, power factor and harmonic current limit, luminous flux, peak light intensity, light distribution curve, beam angle, color temperature and color rendering, lumen maintenance and lifetime, high and low temperature, energy efficiency and equivalent luminous flux, capacitance test.

 

As one of the BRIC countries, Brazil is a large potential market for Chinese lighting companies. However, compared with other regional or national certifications, Brazil's INMETRO certification has the characteristics of short transition period, complicated certification process and high testing technical requirements.
