On January 4, 2011, the National Institute of Metrology, Quality and Technology - INMETRO issued Ordinance no. 004/2011, which established the criteria for the Program of Evaluation of the Agreement for systems and equipment for photovoltaic energy, through the mechanism of the labelling, for use of the National Etiquette of Conservation of Energy - ENCE, paying attention to the Requirements of the Brazilian Program of Labelling - PBE, aiming for the energetic efficiency and appropriate level of security. The labelling requirements is applied to Photovoltaic Modules, Controllers, Inverters and Batteries. Some of the contents were amended on August 1, 2014 and January 14, 2016, respectively, by Ordinance no. 357 and Ordinance no. 17/2016.
From July 1, 2011, all photovoltaic products entering the Brazilian market need to pass relevant testing and be registered with INMETRO. After six months (from January 1, 2012), manufacturers and importers in the Brazilian market and the photovoltaic products sold shall subject to relevant testing and registration with INMETRO. Photovoltaic products sold by wholesalers, retailers and micro-sales points were required to pass the relevant testing before July 1, 2012 and register with INMETRO.

ATIC will issue testing sample requirements to manufactures, draft testing plan and follow up testing in designated labs.
Registration and Review
ATIC Brazilian local representative will submit technical documents, test reports, manufacture and representative information to INMETRO. All documents must be translated into Portuguese and ATIC will provide translation service if needed.
INMETRO will review the registration, if result is satisfied INMETRO will approve the registration and the use of ENCE on products. The registration shall be maintained every 12 months and valid for 4 years.

- The registration for photovoltaic products needs to be maintained every 12 months, and is valid for 4 years. For maintenance and renewal, the supplier must perform surveillance tests.
- The surveillance tests occur annually, including sampling from factory or from market and conducting tests in 3rd part labs according to Ordinance no. 357/2014. - The target of the surveillance tests is to ensure, over time, the performance and safety characteristics reported in ENCE remain the same.
