BRIEF ANALYSIS OF MALAYSIA VEHICLE CERTIFICATION

Brief: In Malaysia, Vehicle Type Approval (VTA) is a procedure conducted on all vehicle models before the registration process is done. This is done to guard the identity, dimension, weight, build characteristics and the specifications of the vehicle to ensure that it is compliant with the stipulations set under 1987 Road Transport Act and the Road Transport Rules. To ensure the procedure is conducted smoothly and transparently, a committee known as the National Committee for Type Approval and Homologation was formed to assess each VTA application to make sure that the vehicle adheres to all the requirements.


The National Committee for Type Approval and Homologation chaired by the JPJ Director-General and comprises of various government and private agencies such as Standards and Industrial Research Institute of Malaysia(SIRIM), Malaysian Institute of Road Safety Research (MIROS), Ministry of International Trade and Industry(MITI), Ministry of Transport(MOT), Malaysian Customs, Computerized Vehicle Inspection Center(PUSPAKOM),Environmental Department( JAS), Ministry of Domestic Trade, Cooperatives and Consumerism(KPDNKK),  Standards Malaysia and also the Malaysian Automotive Institute (MAI).


Certification of the scope of the new models must be completed by the National Type Approval Committee for approval, JPJ inspection of the implementation of the vehicle type approval (referred to as VTA), the parts must be completed parts type approval (CTA), before entering the Malaysian market.




VEHICLE TYPE APPROVAL (VTA)

Malaysia fully adopted the UNECE vehicle technical regulations, the use of internationally accepted vehicle type approval system, therefore, in the classification of vehicle products, Malaysia is consistent with international practice, that is, in full accordance with the UNECE regulations and the EU vehicle type approval framework of the Technical Directive 2007/46/EC to classify and define.

The Component Type Approval (CTA) Approval Application aims to ensure that every automotive component / system that has been gazetted in the Customs Order (Prohibition on Imports) for domestic supply and sale complies with the mandatory standards set as in the Table below.
