BRIEF ANALYSIS OF PERU VEHICLE CERTIFICATION

Brief: The Ministry of Transport and Communications (MTC), the Ministry of the Environment (MINAM), and the National Vehicle Registry Office (DGCT). The MTC is responsible for legislation related to transportation and communication, coordinating international and national transport matters, and overseeing the certification of automobile types. MINAM formulates and issues regulations concerning vehicle emissions, ensuring their proper implementation. The DGCT, as a subsidiary of the MTC, is the executing body for vehicle certification. According to Peruvian regulations, all motor vehicles entering the Peruvian market must undergo formal certification by the DGCT to obtain approval and a Peruvian Automotive Type Approval Certificate before being allowed to circulate in the Peruvian market.


CLASSIFICATION OF CERTIFIED MODELS
M-Class vehicles include M1, M2, and M3.
N-Class vehicles include N1, N2, and N3.
O-Class vehicles include O1, O2, O3, and O4.
L-Class vehicles include L1, L2, L3, L4, and L5.

Peru's vehicle classification aligns with the European Union's vehicle classification.

2. The additional safety requirements are as follows:
Reflective tape must obtain DOT certification

Emission certification:
1. Exhaust emissions:
Existing limit values: Euro 4/6 ( or EPA Tier 2 Bin 5);

2. Tailpipe emissions (refer to Euro or EPA):
Existing limits: 
Euro 4/6 (or EPA Tier 2 Bin 5);  
From 2024/10: vehicles less than or equal to 3.5t passenger/cargo need to comply with Euro 6b or higher; Vehicles >3.5t passenger/cargo need to comply with Euro 6a or higher.

CERTIFICATION PROCESS
1. Prepare vehicle technical requirements compliance report;
2. Completion of vehicle emission certification and obtaining the report;
3. Submit application related documents: application form; compliance report; emission report; technical documents, etc.
4. DGCT review and approval.
