BRIEF ANALYSIS OF TAIWAN VEHICLE CERTIFICATION

Brief: The Ministry of Transportation and Communication (MOTC) is in charge of vehicle certification in Taiwan. The Vehicle Safety Certification Center (VSCC) is a non-profit organization under the supervision of the Ministry of Transportation and Communication (MOTC), with the purpose of studying vehicle safety regulations and management systems and providing vehicle safety inspection and certification related services.
The MOTC is responsible for the safety certification, safety recall correction and supervisory inspection of motor vehicles on the road. The Environmental Protection Administration (EPA) regulates the exhaust pollution and noise of motor vehicles. The Bureau of Energy (BOE) issues energy consumption certification for specific energy consumption of motor vehicles. A vehicle type must obtain four approval for safety, emissions, noise and energy consumption before it can be used officially on local roads.

CERTIFICATION PROCESS
Application submission: ATIC assists manufacturers or importers in preparing application materials
Data submission: ATIC assists manufacturers or importers to submit data to VSCC for review
Sample delivery and testing: ATIC is responsible for issuing test plans, assisting in sample delivery, safety testing, emission testing, noise testing and energy consumption testing
Vehicle inspection: After approval, ATIC will assist in sending the vehicle to a Taiwan authorized inspection center for inspection
Issued certification: After the vehicle passes the inspection, a Vehicle Safety Type Approval certification is issued
