BRIEF ANALYSIS OF THE UNITED KINGDOM VEHICLE TYPE APPROVAL

Brief: The supervisory agency responsible for the motor vehicles type approval in Ecuador is Department for Transport (DfT),  DfT plans and invest in transport infrastructure to keep the UK on the move. Vehicle Certification Agency (VCA) is an Executive Agency of the Department for Transport and exist to improve vehicle safety and environmental protection by providing robust testing and certification to internationally recognised standards. VCA is the designated UK Type Approval Authority for automotive products. Its main activities include type certification, CoP (Conformity of Production) testing, and dangerous goods transportation certification. 

There are relatively significant changes to the motor vehicle access programme after UK Brexit. In the United Kingdom there are separate provisions for Great Britain and Northern Ireland as a consequence of the terms of the Northern Ireland Protocol.



WHOLE VEHICLE ACCESS STRATEGY
Northern Ireland (NI)
It is divided into four main sections as follows:
1. EU WVTA for all categories or EU Small Series or UK NSSTA which were issued before 1 January 2021 by VCA with an approval number beginning with “e11*...” are deemed as UK(NI) approvals and are valid throughout the UK (both Great Britain and Northern Ireland) but not in any of the EU member States.

2. If you hold a WVTA issued by an EU-27 member State or EU Small Series Type approval, then you can use that in Northern Ireland, but not in GB. 

3. Manufacturers bringing new types to market who wish to use UK type approval processes (i.e. have not sought EU type approvals as above) must apply to the VCA for a “UKNI” approval to access the NI market. New applications for either the UK(NI) WVTA or UK(NI) SSTA (for M1 and N1 only) have to follow the EU WVTA and SSTA requirements in the latest EU regulations. UK(NI) approvals are currently valid across the UK but will not be accepted on the EU market.



4. The EU type approval requirements below that will continue to apply in NI because of the the terms of the Northern Ireland Protocol.

Great Britain (GB)
It is divided into four main sections as follows: 
1. EU WVTA for all categories or EU Small Series or UK NSSTA which were issued before 1 January 2021 by VCA with an approval number beginning with “e11*...” are deemed as UK(NI) approvals and are valid throughout the UK (both Great Britain and Northern Ireland) but not in any of the EU member States.

2. If you hold a WVTA issued by an EU-27 member State or EU Small Series Type approval, then you will need to apply for a provisional GB type approval based on the obtained EU WVTA and EU SSTA in order to enter Great Britain.

3. Since 1 January 2021 Great Britain has operated a Provisional GB Type Approval Scheme covering motor vehicles which are registered for use on the roads in Great Britain.



4. Provisional GB Type Approval process
• Manufacturers need to request a job number
• Submit a list of EU whole vehicle type approvals for vehicle types which they intend to place on the market in GB and the corresponding (and current) EU type approval certificates
• Each successful application for Provisional GB Type Approval will result in a communication, the communication will be regarded as the type approval certificate and will contain the Provisional GB Type Approval number(s)

VEHICLE SYSTEMS, COMPONENTS AND SEPARATE TECHNICLE UNITS BASED ON EU REGULATIONS
Until at least January 2022, EU approvals for vehicle systems, components and separate technical units will continue to be valid across UK.

UNECE (UNITED NATIONS ECONOMIC COMMISSION FOR EUROPE)
The UK has not withdrawn from the 1958 agreement, UNECE (United Nations Economic Commission for Europe) type approvals are internationally recognised approvals and continue to be accepted in the UK, (NI and GB) and EU markets. There is no need for holders of these approvals to obtain additional approvals to place products on the market in the UK.
