Brief: In March this year, the EU issued a draft amendment based on EU 2018/858, the definition of "Scheme I and Scheme II" was introduced for small series vehicles. For the implementation of the new regulation EU 2019/2144, a two-year transition period (July 7, 2024) is provided for the application of new type approval for small series and special purpose vehicles, and an additional two-year transition period (July 7, 2026) is provided for new vehicle’s registration.

TRANSITIONAL PROVISIONS
According to the draft amendment, for small series vehicles andspecial purpose vehicles, for the implementation of the new EU 2019/2144 regulation, a transition period of two years is provided for the application for type approval of new types (commencing on July 7, 2024), with an additional two-year transition period for new vehicle’s registration (commencing on July 7, 2026).


NEW DEFINITION IN THE DRAFT AMENDMENT
Small series scheme I apply provided that: the vehicle type is not based on or derived from a vehicle produced in large series, including those for EU or third markets; and the manufacturer’s combined number of units, of all its categories M and N vehicle types registered, made available on the market or entered into service annually in the Union does not exceed 1500.
Small series scheme II refers to situations other than those defined by "Scheme I".
It is important to note that the small series vehicles quantity limit of 1500 defined in Scheme I includes all types of M and N vehicles that the manufacturer puts into the EU market each year, not for a specific type. Scheme I limits the number of vehicles a manufacturer can put on the EU market, and also restricts the type from being a unlimited series type.

LIST OF APPLICABLE REGULATIONS FOR SCHEME II VEHICLES
For M1 vehicles produced by Chinese manufacturers and exported to the EU in small series, they generally belong to the category of Scheme II. The new GSR technical regulations applicable to Scheme II and the implementation time are shown in the table below.
