CMVR is the abbreviation of Central Motor Vehicles Rules of India. The Standards Committee is called CMVR-TSC (Central Motor Vehicles Rules-Technical Standing Committee) and belongs to Ministry of Shipping, Road Transport & Highways. The CMVR regulations stipulate that every manufacturer of motor vehicles other than trailers and semi- trailers submit the prototype of the vehicle to be manufactured for test by a test agency under Rule 126 of Central Motor vehicles Rules 1989 for granting a certificate by that agency as to the compliance of provisions of the Act and Rules. This is mandatory since 1991. The type approval process includes factory audit, type testing and conformity of production.

Indonesia adopts type approval system for motor vehicles and is jointly supervised by the Indonesian Ministry of Transport and the Indonesian Ministry of Industry. According to Indonesian Regulation No. 22/2009, any motor vehicle that will be used and operated on public roads must meet the technical and road performance requirements. Manufacturer can obtain type approval certificate according to the regulations then commercialize the vehicle to Indonesian market and legally register them.

INMETRO (National Institute of Metrology, Standardization and Industrial Quality), the Brazilian Ministry of Metrology, Standardization and Industrial Quality, is a government department directly under the Ministry of Development, Industry and Foreign Trade of Brazil. INMETRO's product range includes home appliances, medical devices, automotive parts, LED light sources, pressure vessels, etc. With the enactment of more new regulations and implementation rules, more and more products are included in the scope of INMETRO mandatory certification.


In Brazil, IBAMA and DENATRAN are the administrative governmental departments for motor vehicle type approval. IBAMA is responsible for environmental protection regulations and certification. DENATRAN is responsible for vehicle safety regulations and homologation. Only when the vehicle obtains environmental LCVM certificate issued by IBAMA and the safety CAT certificate issued by DENATRAN then the vehicle is allowed to enter Brazilian market.

The National Institute of Metrology, Quality and Technology - INMETRO - is a federal agency, linked to the Special Secretariat of Productivity, Employment and Competitiveness, of the Ministry of Economy. INMETRO is responsible for the management of the Conformity Assessment Programs under the Brazilian Conformity Assessment System - SBAC. Its business is to assist in the implementation of conformity assessment programs for products, processes, services and personnel, aligned with the policies of the National System of Metrology, Standardization and Industrial Quality (Sinmetro) and international practices, promoting competitiveness, fair competition and protection of citizen's health and safety and the environment. Brazilian Regulatory Standards (abbreviated as NR) are designed to regulate and provide guidance on mandatory procedures related to occupational safety and health to protect workers' rights. These standards are cited in the Brazilian CLT Act, in June 1978. Approved by Decree No. 3214 on the 8th, it applies to all Brazilian companies subject to Brazilian labor law and is regularly reviewed by the Ministry of Labor and Employment.

Most telecommunication products require homologation by the Brazilian Telecommunications Agency (ANATEL), to be commercialized, or even utilized, in Brazil. This means that these products must adapt to a series of requirements and endure specific testing that ensures the safety of use and compliance to Brazilian telecommunication regulations.
Brazilian Regulatory Standards (NR), regulated and provide guidance on mandatory procedures related to occupational safety and health. The North American Parts Compliance Program (ECP) implemented by AMECA is a centralized, voluntary, one-stop program that informs the government, industry, and the general public that motor vehicle safety components have been tested in AMECA authorized laboratories and meets relevant standards. Products with an AMECA certificate will be more easily procured by North American buyers and users.

The Vehicle Safety Act requires that motor vehicles and regulated items of motor vehicle equipment manufactured for sale in the United States be certified to comply with all applicable FMVSS. Before offering a motor vehicle or motor vehicle equipment item for sale in the United States, the fabricating manufacturer must designate a permanent resident of the United States as its agent for service of process if the fabricating manufacturer is not located in the United States (49 CFR Part 551, Subpart D Service of Process on Foreign Manufacturers and Importers) and submit to NHTSA identifying information on itself and on the products it manufactures to the FMVSS, not later than 30 days after the manufacturing process begins (49 CFR Part 566 Manufacturer Identification). Manufacturers may be subject to substantial civil penalties for failure to meet the requirements of the statutes and regulations that NHTSA administers. Currently, those penalties can be as high as $21,000 for each violation with a maximum civil penalty of $105,000,000 for a related series of violations.

The Automotive Manufacturers Equipment Compliance Agency, Inc. (AMECA) is the agent for various states of the United States to provide safety equipment compliance services. The AMECA program is the only program of its type in the United States. This Equipment Compliance Program is centralized, one-stop, and notifies government, industry and the general public about compliant motor vehicle safety equipment. AMECA Notice of Equipment Compliance is recognized as evidence of compliance with the regulatory requirements with their representative jurisdictions. Every item listed by AMECA has been tested by an AMECA-accredited laboratory and found to be in compliance with applicable United States standards.
