ATIC CCC Certification Service

China Compulsory Certification (also known as CCC) is the compulsory product certification in China. According to the requirements of CNCA (Certification and Accreditation Administration of the People’s Republic of China), all products listed in the compulsory product certification scope which does not obtain a certificate or apply certification marks in accordance with regulations, shall not be imported, shipped from the factory, or enter into Chinese market.

Motor vehicle child restraint system shall be subject to compulsory certification according to the CNCA implementation rule CNCA-C22-03 Motor Vehicle Child Restraint System.

CNCA-C22-03 is suitable for child restraint system installed on motor vehicles with three or more wheels, but not for child restraint system installed on folding seats or side seats.

Focusing on road safety, environmental protection and public health, people may mention three sets of famous regulations when they talk about European Type Approval System: German StVZO, EU Regulations and UN Regulations. StVZO standards apply to Germany, EU Regulations apply to EU/EEA/EFTA member states, while UN Regulations may accepted by EU and more than 50 UNECE member states. 

UN Regulation No. 44 is applicable for child restraint system installed on motor vehicles with three or more wheels, but not for child restraint system installed on folding seats or side seats.

The National Highway Safety Administration (NHTSA) is the US government agency responsible for implementing the National Traffic and Motor Vehicle Safety Act and other laws related to motor vehicle safety. Under this authority, NHTSA publishes and enforces the Federal Motor Vehicle Safety Standard (FMVSS) for motor vehicles and specific motor vehicle components. The enforcement regulations are listed in Article 49 of the CFR, Sections 500-599.

The Vehicle Safety Act requires that regulated items of motor vehicle equipment manufactured for sale in the United States be certified to comply with all applicable FMVSS. Motor vehicle equipment items that are not subject to the FMVSS do not require certification. However, such items may be found (by either NHTSA or the manufacturer) to have a safety-related defect, and if so, the manufacturer will have an obligation to furnish owners of the equipment with notification of, and a remedy for, the defect, usually at no charge to the consumer.

FMVSS 213 is applicable for child restraint system used in motor vehicles and aviation aircraft to reduce child casualties in motor vehicle or aviation aircraft accidents.

FMVSS 225 establishes safety requirements for child seat fixing points on light passenger cars, passenger cars, and school buses.

The importation of vehicles to Australia is prohibited except in very specific circumstances. Most vehicles are imported by large manufacturers that invest substantially in research and development to ensure that every new vehicle meets minimum safety standards that maintain the safest possible environment for all road users and our community. Manufacturers wanting to import vehicles to Australia for supply must first obtain a Vehicle Type Approval.
Approved companies known as Registered Automotive Workshops (RAWs) may import a limited range of used vehicles on behalf of individuals. Individuals can also apply to import vehicles to Australia. A Vehicle Import Approval is required to import a vehicle. The vehicle will not be released from customs control by the Australian Border Force (ABF) unless it has a Vehicle Import Approval.

Before a new vehicle can be registered for the first time in Australia, it must meet the requirements of the Motor Vehicle Standards Act 1989 (the Act). The Act applies to all new vehicles - whether road motor vehicles or road trailers. Under the Act, new vehicles are required to be fitted with an identification plate (formerly known as a compliance plate). The identification plate provides a clear indication to the state or territory registering authority - and to the owner and the general public - that the vehicle is ready for use in transport on public roads in Australia.
The Road Vehicle Standards Act 2018 (RVSA) and associated Road Vehicle Standards Acts relating to consequential and transitional provisions and charges passed Parliament in late 2018. The Road Vehicle Standards Rules 2019, which cover the operational aspects of the RVSA, were made in February 2019. The RVSA will replace the existing Motor Vehicle Standards Act 1989 (MVSA) and deliver an updated and modernized system to regulate the first provision of road vehicles to the Australian market.

In Australia, the entire process from application to obtaining an Identification Plate is called Certification. The entire certification process is managed by Australian Department of Infrastructure, Transport, Regional Development and Communications.

Korean product safety certification is often referred to as KC certification. KC certification is a compulsory certification implemented by the Korean state. The Ministry of Trade and Industry (MOTIE) supervises and formulates related laws and regulations on product safety. The Korean Technical Standards Agency (KATS) formulates related product safety standard. The management of children's products is governed by the Korean Special Children's Products Safety Management Safety Act.

The basic types of KC certification are divided into: safety certification, safety inspection, supplier compliance statement. The KC certification type of car child safety seats is safety certification, and it must pass KC safety certification before entering the Korean market after printing the KC label. KC safety certification is a compulsory category 5 certification, which needs to be audited by the factory, tested in a designated laboratory, and certified to be audited every two years.

CMVR is the abbreviation of Central Motor Vehicles Rules. Its standard committee is called CMVR-TSC (CMVR-Technical Standing Committee) and belongs to the Indian Ship, Road Traffic and Highway Administration. Since 1991, the CMVR regulations stipulate that motor vehicles and their parts and components must be approved for type approval according to the CMVR regulations before entering the Indian market. The test items include safety and emissions. The certification procedure includes factory audit, type certification and consistency of production.
