Brief: In order to expand the application of electronic certificates in the field of certification, the Certification and Accreditation Administration of the People’s Republic of China (CNCA) issued Announcement No. 12 on August 10, 2023, on improving the management of compulsory product certification certificates and marks. This announcement will come into effect from January 1, 2024.

China Compulsory Certification (CCC) is a product certification system developed and implemented in China. According to the requirements of the CNCA, any product listed in the mandatory product certification catalog that has not obtained a certificate or affixed a certification mark in accordance with regulations shall not be imported, sold in the factory, or used in business and service venues.
Announcement No. 12 stipulates that CCC certification will fully implement electronic certificates, and the content and legal effectiveness of the certificates have not changed compared to previous requirements. For valid paper certificates that have been issued, they can continue to be used, and will naturally transition to electronic authentication certificates when the certificates are changed or renewed upon expiration. At the same time, the announcement also puts forward requirements for the CCC mark. Compared to the abolished "Management Requirements for the Application of Compulsory Product Certification Marks", this announcement has added four new mark specifications, while the rest remains unchanged.
