Brief: In order to expand the application of electronic certificates in the field of certification, the Certification and Accreditation Administration of the People’s Republic of China (CNCA) issued Announcement No. 12 on August 10, 2023, on improving the management of compulsory product certification certificates and marks. This announcement will come into effect from January 1, 2024.

China Compulsory Certification (CCC) is a product certification system developed and implemented in China. According to the requirements of the CNCA, any product listed in the mandatory product certification catalog that has not obtained a certificate or affixed a certification mark in accordance with regulations shall not be imported, sold in the factory, or used in business and service venues.

Announcement No. 12 stipulates that CCC certification will fully implement electronic certificates, and the content and legal effectiveness of the certificates have not changed compared to previous requirements. For valid paper certificates that have been issued, they can continue to be used, and will naturally transition to electronic authentication certificates when the certificates are changed or renewed upon expiration. At the same time, the announcement also puts forward requirements for the CCC mark. Compared to the abolished "Management Requirements for the Application of Compulsory Product Certification Marks", this announcement has added four new mark specifications, while the rest remains unchanged.

1. Promote electronic certificates:
The comprehensive adoption of electronic certificates will improve efficiency, reduce costs, and facilitate digital management. This is expected to make the application, issuance, and update of certification certificates more convenient.
2. Reduce management burden:
By promoting electronic certification certificates, enterprises and certification agencies will reduce the management work related to paper certificates, such as archiving, mailing, and safekeeping, thereby reducing management costs and human resource investment.
3. Promote standard compliance: 
The production and use requirements of mandatory product certification certificates and marks will encourage enterprises to strictly comply with relevant standards to ensure that the quality and safety of their products meet regulatory requirements.
4. International mutual recognition: 
Electronic certification certificates are expected to promote international mutual recognition, reduce barriers in international trade, and provide more opportunities for Chinese enterprises to expand overseas markets.
