Vehicle Type Approval
Egypt does not have its own local automotive production lines and relies on imports and local assembly for vehicle supply. There are 12 car assembly plants, 8 bus assembly plants (8 production lines) and 5 lorry assembly plants (9 production lines) (as of 2021). However, the domestic transport is convenient, and the sea, land and air transport capacity has been growing fast in recent years, of which the road transport system is relatively complete, with a total road mileage of about 180,000 kilometres.

The data shows that during the five-year period from 2018 to 2021, car sales in the Egyptian auto market have increased year by year (see table below). In 2021, car sales in Egypt will increase by 25.8% year-on-year.
In the passenger car market, the sales of European, Japanese, Korean, and American car brands in Egypt have increased or decreased, but the sales of Chinese brand cars have increased by as much as 67.9%, which is the highest growth rate.
The demand for imported vehicles in the passenger car and truck markets is also generally on the rise.

When foreign automotive manufacturers intend to export complete vehicles to Egypt, there are clear regulations for the type approval of certain vehicle models. To export vehicles to Egypt, automotive manufacturers for certain models not only need to obtain the CoC (E-Mark) certificate from the relevant authorities but also must undergo scrutiny from various departments or agencies, including the General Organization for Export and Import Control (GOEIC), the Egyptian Organization for Standardization and Quality (EOS), Egyptian Customs, among others.

Main Regulatory Agencies

EOS is the main national authority (official organization) in Egypt responsible for all activities related to the development and publication of Egyptian standards, as well as different activities in the field of quality assurance and validation assessment, testing and industrial measurement of related products.

In order to ensure that vehicles comply with internationally recognized safety and emission requirements, EOS requires some models to undergo type certification and comply with the "Traffic Violations and Penalties Regulations" issued by the Ministry of Transport and its subsidiary regulations before they can be registered for use in Egypt.

GOEIC is one of the national agencies, as a service and execution agency, which specializes in quality control of import and export of industrial products (including automotive products), as well as the issuance of certificates of origin and commercial registration. At the same time, it is also responsible for the registration of importers. (Valid for five years)

Egyptian Customs is one of the departments of the Ministry of Finance, whose role extends from imposing duties and taxes to controlling the movement of goods imported into the country and exported from the country. At the same time, for manufacturers who want to trade and import vehicles to Egypt, Egyptian customs is also responsible for checking their various compliance and valid documents and issuing customs clearance approval.
