Brief: Three new UNECE Regulations (UN ECE Regulation No. 148, No. 149, No. 150) related to light-signalling devices, road illumination devices and retro-reflective devices and markings were officially published on the official website and came into force on November 5, 2019. Vietnam Ministry of Transport officially updated six motor vehicle regulations including motorcycle power batteries, and will came into effect on September 15, 2019.
EU REGULATIONS TRACKING
Three new regulations (UNECE Regulation No. 148, No. 149, No. 150) officially published by United Nations Economic Commission for Europe (UNECE) came into force as the annex to the 1958 agreement on November 15, 2019.
Regulations on light-signalling devices, road illumination devices and retro-reflective devices and markings have been simplified and integrated in new regulations R148, R149, and R150. These new regulations do not change the technical requirements but combines several individual UN Regulations of the same type into a single Regulation. Among them, the R148 (Light-signalling devices) is integrated by R4, R6, R7, R23, R38, R50, R77, R87 and R91; the R149 (road illumination devices) is integrated by R19, R98, R112, R113, R119 and R123; and the R150 (retro-reflective devices and markings) is integrated by R3, R27, R69, R70 and R104.

Regarding transitional provisions: Three new regulations have come into effect on November 15, 2019. Light-signalling devices, road illumination devices and retro-reflective devices and markings can apply for type certification in accordance with the new regulations. The transition clause states that Contracting Parties applying this Regulation shall UN type- approvals of the lamps (functions), to any of the preceding series of amendments to this Regulation, and shall not refuse to grant extensions to UN type-approvals according to any preceding series of amendments to this Regulation.

VIETNAM REGULATIONS TRACKING
The Ministry of Transport of Vietnam has approved and published Circular 26/2019 / TT-BGTVT, to update six motor vehicle national technical regulations (QCVN 33-2019/BGTVT, QCVN 47-2019/BGTVT, QCVN 52-2019/BGTVT, QCVN 53-2019/BGTVT, QCVN 82-2019/BGTVT, QCVN 91-2019/BGTVT). In addition to the traction batteries used for electric motorcycles and mopeds, the products involved are automobile rear-view mirrors, batteries of motorcycles and mopeds, fire safety for motor vehicle, the burning behaviour of automotive interior materials and the design of disabled people on city buses.
The main changes are as follows:
QCVN 33-2019/BGTVT Rear-view Mirror -Components
The regulatory framework of QCVN 33-2019/BGTVT regulatory framework is basically the same as the 2011 version. But the technical requirements and test methods of new regulation refer to UNECE R 46 rev6.
QCVN 47-2019/BGTVT Batteries of motorcycles and mopeds -Components
Compared with the 2012 version, the scope of the QCVN 47-2019/BGTVT regulation have changed greatly; the QCVN 47-2012 GTVT is only applicable to lead-acid batteries of motorcycles and mopeds, and the QCVN 47-2019/BGTVT has been extended to Lithium-ion batteries.
QCVN 52-2019/BGTVT Road Motor Vehicle Fire Safety -Vehicle
The regulatory framework of QCVN 52-2019/BGTVT is basically the same as the 2013 version. But the technical requirements and test methods of new regulation refer to UNECE R34 rev3.

QCVN 53-2019/BGTVT Road Vehicles-Interior-Material Burning Characteristics-Parts
Both QCVN 53-2013/BGTVT and QCVN 53-2019/BGTVT refer to UNECE R118. Thus, there are no major changes in the regulatory framework and technical requirements.
QCVN 82-2019/BGTVT City Bus -Technical Regulations Convenient Design for People with Disabilities -Vehicle
The regulatory framework of QCVN 82-2019/BGTVT is basically the same as the 2014 version and the technical requirements and test methods of refer to UNECE R107 Rev6.
QCVN 91-2019/BGTVT Traction batteries used for electric motorcycles and mopeds -Components
QCVN 91-2019/BGTVT was compiled on the basis of QCVN 91: 2015 / BGTVT, and the technical requirements and test methods refer to UNECE R136 and IEC 63660-3.
Vietnam Regulation Interpretation for Traction batteries used for electric motorcycles and mopeds
Due to the rapid development of traction battery technology, some of the test items of the predecessor regulations could not fully adapt to the development of new technologies. Therefore, in April 2018, the Ministry of Transport of Vietnam notified TBT of the upcoming implementation of QCVN 91-2018/BGTVT national technical regulations, which would replace the original regulation QCVN 91-2015/BGTVT. Until August 2019, the new regulations were officially released by the Ministry of Transport with Circular 26/2019/TT-BGTVT, and came into effect in September 2019.
In the new regulation, the electrical characteristics test for capacity sustaining is removed, the test framework and technical requirements for lead-acid battery test framework are reserved. But for lithium batteries and nickel-hydrogen batteries, more technical requirements and tests are needed.
Regarding the implementation schedule of new regulations of traction batteries: The new regulation comes into force on September 15, 2019 and immediately apply when this Regulation takes effect. New applications for certification can be tested and certified according to the new regulations. For the battery that have been tested and certified in accordance with QCVN 91-2015/BGTVT, there is no need to retest if the technical requirement complies with QCVN 91: 2019 //BGTVT; but if the technical requirements are different from QCVN 91-2019/BGTVT, additional tests are required within 2 years from the effective date of this Regulation (before September 2021).
