UN Regulation No. 158

To reduce the number and severity of collisions between vehicles and pedestrians or cyclists in reverse maneuvers at low speed, WP29 has issued UN ECE Regulation No. 158 which defined the technical requirements for the reversing devices and the driver's visibility requirements behind the vehicle of category M and L when reversing.  The new Regulation had entered into force on 10 June 2021. And the European Union has decided to mandate the use of the new Regulation as of 6 July 2022.

ATIC experts are working under designated technical services in Europe to conduct Initial Assessment, Witness Testing and CoP assessment as authorized inspectors under authorities including e/E4 Netherland, e/E5 Sweden, e/E13 Luxembourg, e/E24 Ireland, e/E49 Cyprus.

General Steps
Initial Assessment
The first application for a manufacture to an authority generally requires initial assessment. In most of the cases ATIC experts will conduct the onsite initial assessment. Some authority can exempt onsite initial assessment by accepting ISO/IATF certificates.
Information Document
According to EU/UN Regulations information document including sufficient drawings of the vehicle/component shall be prepared and submitted to technical service by the manufacture/applicant. ATIC experts also can support manufacture/applicant to prepare information document based on CAD drawings and vehicle/component specifications.
Type Testing
In most of the cases ATIC experts will witness testing in 3rd party testing lab and draft technical reports. If the manufacture is equipped with competent facilities it's also possible to make witness testing using manufacture's facility
ATIC experts will conduct lab assessment before witness testing and draft lab assessment report.
Approval
Information Documents, Technical Reports as well as other technical documents if needed will be submitted to relevant authority. Authority will review and issue type approval certificate if all the documents, tests, drawings fulfill the regulations and requirements.A typical lead-time for this review process is 4 to 6 weeks.
After the approval the CoP audit/test maybe conducted based on regulations and authorities' requirements

Definitions
Devices for Means of Visibility or Detection R158
Rear-View Camera system (RVCS): Any system intended to render an image of the outside world and give a clear view to the rear of the vehicle within the fields of vision defined in paragraph 15.2. by means of camera

Close-proximity rear-view device:Any device, excluding devices such as periscopes, intended to give a clear view to the rear of the vehicle within the fields of vision defined in paragraph 15.2. by means of a reflective surface.

\Detection System: A system which uses signals to enable the driver to detect objects in the area adjacent to the vehicle.

Backing event
Start: vehicle is in Active vehicle mode and the vehicle's direction
selector is placed from forward, park or neutral into reverse by the driver or a system
Ends: when one of the following forward motion conditions
(a) A speed ≤ 16 km/h (including 0 km/h), or
(b) A distance travelled ≤ 10 meters (including 0 meters), or
(c) A continuous duration ≤ 10 seconds (including 0 seconds), or
(d) The vehicle's direction selector is not placed in reverse.

Regulation Framework
Part I of R158 defines the technical requirements and  type approval procedure for close-proximity rear-view mirror as a  components, Part II is for vehicles of categories M, N.

Technical Requirements
Type division for component type approval
For close-proximity rear-view mirror
1. the shape of reflecting surface
2. the dimensions  of reflecting surface
3. radius of curvature  of reflecting surface

Type division for vehicle type approval
1. The bodywork features which reduce the field of vision;
2. The coordinates of point R
3. The prescribed positions, and type-approval markings of compulsory and (if fitted) optional devices for indirect vision.
4. Type of means of rear visibility or detection device:
4.1  Design of the device inclusive, if pertinent, the attachment to the  bodywork;
4.2 In the case of mirrors, the shape, the dimensions and radius of curvature of the mirror's reflecting surface;
4.3 In the case of Rear-View Camera System, the field of view, the magnification;
4.4  In the case of detection systems, the sensor type, the information signal type.

 
During a backing event vehicles of category M and N shall provide the driver with at least one means of rear visibility (as defined in paragraph 15.2 below) or detection  field (as defined in paragraph 15.3 below) shall be provided to the driver

Example
Common configuration:
For the vehicles equipped with the rear parking radar and rear reversing camera or the rear parking radar and the 360° panoramic visual parking assist system, the follow plans are required:
R10 certificate for the detection system + R10 certificate for the RVCS + whole vehicle close-proximity rear-view field test+ whole vehicle detection test

Detection system: all rear detection sensors + screens/other optical/haptics/audio warning devices + other accessories
RVCS: all cameras for rear vision + screens + other accessories
