French Whole Vehicle Type Approval
Ministry of Ecological and Solidarity Transition is an agency of the French government centred around a cabinet member who is often referred to as the “Minister of Ecology”, is the supervision agency of vehicle type approval in France. AFNOR (Association Française de Normalisation) formulates and approves the domestic automotive industry standards. AFNOR also published NF (Norme Française) standards.
In France, all the new vehicles must obtain WVTA (Whole Vehicle Type Approval) before entering the market. As a member state of EC (European Commission), France accepts WVTA according to 2007/46/EC Directive. Meanwhile, manufactures can follow French national scheme to apply for national individual and small series type approvals.
ATIC cooperates with French local Technical Service, provides type approval service to OEMs, especially for small series and individual vehicle type approval applications which has an advantage in terms of lead-time and costs when the volume is very small and vehicles only will be registered in France.
General Steps
Initial Assessment
The first application for a manufacture to the authority generally requires initial assessment. There is possibility that authority may exempt onsite initial assessment by accepting ISO/IATF certificates.
Information Document
Information document including sufficient drawings of the vehicle/component shall be prepared and submitted to the technical service by the manufacture/applicant. ATIC experts also can support manufacture/applicant to prepare information document based on CAD drawings and vehicle/component specifications.
Type Testing
In most of the cases ATIC experts will witness testing in 3rd party testing lab and draft technical reports. If the manufacture is equipped with competent facilities it's also possible to make witness testing using manufacture's facility. ATIC experts will conduct lab assessment before witness testing and draft lab assessment report.
Approval
Information Documents, Technical Reports as well as other technical documents if needed will be submitted to the authority. Authority will review and issue type approval certificate if all the documents, tests, drawings fulfill the regulations and requirements.
