GLOBAL AUTOMOTIVE REGULATIONS UPDATES IN DECEMBER 2023

Brief: ATIC Global Vehicle Regulation Research Department reminds you that please pay attention to the following information for the update of global vehicle regulations in December 2023.




  • Korea released KMVSS revised draft for comment;
  • GCC released new draft Draft - GSO 2698 : 2024 for electric vehicles;
  • EU released Euro 7 compromise text.

GLOBAL AUTOMOTIVE REGULATIONS UPDATE SPOTLIGHT FOR DECEMBER 2023
South Korea: South Korea released the KMVSS revision exposure draft on 26th December 2023, feedback period: 26th December 2023 to 25th February 2024, the main revisions are as follows:
1) Revision of requirements for lamps, for example, mandatory automatic on and off function for headlights to ensure night-time driving safety;
2) The addition of new scenarios such as collisions with pedestrians to accident recorders;
3) Clarification of seat belt performance standards to bring them in line with international standards

GCC: The seven member states in the Gulf region released a new draft for electric vehicles - GSO 2698: 2024 on December 20, 2023. Compared with GSO 2698: 2022, the main revisions are as follows:
1) 3.1.1 Clarify the protection levels IPXXD and IPXXB;
2) 3.1.4 Refine the requirements for rechargeable energy storage systems REESS;
3) Added the requirement of 3.1.5 waterproof protection;
4) Added 3.1.6 vibration test requirements;
5) Added requirements for high-voltage marking in Section 7;
6) Delete the requirements for electric vehicle workstations in Sections 8, 9, and 10 of GSO 2698: 2022

European Union: The European Union released the Euro 7 compromise text on December 20, 2023. The main information is as follows:
1) Minimum performance requirements for battery durability:
New requirements were introduced for hybrid and electric cars, keeping 80 % for vehicles up to five years or 100 000 km driven, as in the Council’s general approach, and 72% for vehicles up to eight years or 160 000 km driven.
2) Entry into force:
The Regulation shall apply 30 months after the entry into force of this Regulation for new type M1, N1 vehicles and components and separate technical units for those vehicles and 42 months after the entry into force of this Regulation for new M1, N1 vehicles and components and separate technical units for those vehicles.

It shall apply 48 months after the entry into force of this Regulation for new type M2, M3, N2, N3 vehicles, components and separate technical units for those vehicles and O3, O4 trailers and 60 months after the entry into force of this Regulation for new M2, M3, N2, N3 vehicles ,components and separate technical units for those vehicles and O3, O4 trailers.

It shall apply from 1 July 2028 for new tyre types of class C1, from 1 April 2030 for new tyre types of class C2 and from 1 April 2032 for new tyre types of class C3.

It shall apply as from 1 July 2030 for M1, N1 vehicles, constructed by small volume manufacturers and from 1 July 2031 for M2, M3, N2, N3 vehicles constructed by small volume manufacturers.
