GLOBAL AUTOMOTIVE REGULATIONS UPDATES IN JANUARY 2024

Brief: ATIC Global Vehicle Regulation Research Department reminds you that please pay attention to the following information for the update of global vehicle regulations in January 2024.




  • Vietnam has released a new draft of national automobile safety and environmental protection technical regulations for comments;
  • Mexico has released new carbon dioxide emission regulations for new motor vehicles with a total weight not exceeding 3857kg;
  • Argentina has released a draft regulation for hydrogen fuel vehicles for comments.

GLOBAL AUTOMOTIVE REGULATIONS UPDATE SPOTLIGHT FOR JANUARY 2024
Vietnam: Vietnam has released a new national automobile safety and environmental protection technical regulations Draft-QCVN 09:2023/BGTVT on January 5, 2024 for comments. The feedback period is from January 5, 2024 to February 4, 2024. Compared with QCVN 09:2015/BGTVT, the main changes are as follows:
1) Added 2.33 special requirements for school buses;
2) Added 2.34 special requirements for pure electric vehicles;
3) Added 2.35 special requirements for hybrid vehicles;
4) Added 2.36 special requirements for fuel cell vehicles;
5) Added 2.37 ADAS requirements for advanced assistance systems;
6) Revise Appendix 3 installation requirements for indirect vision devices;
7) Added Appendix 4 Speaker installation requirements;
8) Added appendix 5: Measurement method of insulation resistance of electric vehicles;
9) Added Appendix 6 Safety Requirements for Hydrogen Storage Systems of Fuel Cell Vehicles.

Mexico: Mexico has released new carbon dioxide emission regulations NOM-163-SEMARNAT-SCFI-2023 for new motor vehicles with a total weight not exceeding 3857kg on January 3, 2024, compared with NOM-163-SEMARNAT-ENER-SCFI-2013 , the main revisions are as follows:
1) Increased requirements for carbon dioxide emission levels, including new credit lines, compensation mechanisms, etc.;
2) Credit lines can be generated through new technological means, such as imported hybrid, pure electric and fuel cell vehicles, and the credit lines will also be strengthened;
3) New appendices C, F, and G on air conditioning systems and refrigerant efficiency and non-circulating technologies to provide regulated entities with greater certainty regarding credit limits related to the corresponding issues;
4) Added appendices A and B, credit line transfer and compensation mechanism.

Argentina: Argentina has released Draft Resolution No. 12/23 on hydrogen fuel vehicle regulations on January 4, 2024. The feedback period is from January 4, 2024 to March 4, 2024. The main content is to formulate regulations for hydrogen and fuel cell vehicles in Argentina. This regulation is formulated in accordance with ECE R134.
