INDONESIA INCREASES TKDN REQUIREMENTS FOR TELECOM EQUIPMENT

Brief: The Indonesian Directorate of Postal Information Technology Resources and Equipment (SDPPI) announced that starting from April 18, 2022, applications for products such as mobile/cellular phones, tablets, handheld computers and Wi-Fi (MIFI) modems with LTE/5G NR capabilities SDPPI certification must be accompanied by a TKDN certificate for no less than 35% of domestic components.Previously, the ratio requirement was only 30%.

SDPPI (Direktorat Jenderal Sumber Daya dan Perangkat Pos danInformatika), the Indonesian Post Information Technology Resources and Equipment Directorate, is a regulatory agency that formulates, plans and implements standardization guidelines and policies in the field of radio and communications. On July 24, 2017, Indonesia's SDPPI issued an announcement that the following three types of products must obtain TKDN certification in order to obtain SDPPI certificates. Other products do not require TKDN certificates even if they contain LTE functions.
TKDN controlled product range (except for the following three types of products, other products with LTE functions no longer need to hold a TKDN certificate to apply for SDPPI certificate)

1. Base Station, with harmonized system code: HS 85176100

2.1. Cellular telephone aircraft with harmonized system code: HS 85171200
2.2. Tablet computers and handheld computers with harmonized system code: EX 84713090
3. Wifi modem (Mifi) with harmonized system code: HS 85176241

The factors of the localization rate of parts and components include: raw materials, labor, production equipment, factory overhead costs (such as wages, rent, utility bills, etc.), and R&D investment. Raw materials are one of the biggest factors in calculating TKDN. To meet or increase the ratio of TKDN, factories can look for local Indonesian suppliers with high TKDN values.

In addition, in other industries, products participating in Indonesian state-owned enterprises (BUMN) and regionally owned enterprises (BUMD) government projects must reach TKDN25%. The greater the ratio, the more obvious the bidding advantage.
