Brief: eCall systems aim to reduce the time between when the crash occurs and when medical services are provided. The aim is to reduce the consequences of injury. Deploying the eCall system can greatly reduce mortality and trauma severity, and prevent death and disability.
WHAT IS eCall ?
eCall is a system that provides an automated message to the emergency services following a road crash which includes the precise crash location. The in-vehicle eCall is an emergency call (an E112 wireless call) generated either manually by the vehicle occupants by pushing a button or automatically via activation of in-vehicle sensors after a crash. When activated, the in-vehicle eCall device will establish an emergency call carrying both voice and data directly to the nearest emergency services (normally the nearest 112 Public Safety Answering Point, PSAP).The voice call enables vehicle occupants to communicate with the trained eCall operator. At the same time, a minimum set of data will be sent to the eCall operator receiving the voice call. The minimum set of data contains information about the incident including time, precise location, vehicle identification, eCall status (as a minimum, indication if eCall has been manually or automatically triggered) and information about a possible service provider.

REGULATIONS AND IMPLEMENTATION DATE OF eCall SYSTEM
REGULATION (EU) 2015/758
Regulation (EU) 2015/758 of the European Parliament and of the Council of 29 April 2015 concerning type-approval requirements for the deployment of the eCall in-vehicle system based on the 112 service and amending Directive 2007/46/EC.
REGULATION (EU) 2017/79
COMMISSION DELEGATED REGULATION (EU) 2017/79 of 12 September 2016 establishing detailed technical requirements and test procedures for the EC type-approval of motor vehicles with respect to their 112-based eCall in-vehicles systems, of 112-based eCall in-vehicle separate technical units and components and supplementing and amending Regulation (EU) 2015/758 of the European Parliament and of the Council with regard to the exemptions and applicable standards.
From 31 March 2018, all new types of vehicle(category M1 - passenger cars comprising not more than eight seats in addition to the driver’s seat ) and light commercial vehicles(category N1 - vehicles used to transport goods with a maximum mass not exceeding 3.5 tonnes ) in the EU will be equipped with eCall technology to alert emergency services in the event of a serious accident.

Based on the UAE cabinet decree No. (13)/ 2018, all new vehicles starting from 2021 model year must be equipped with E-Call system and must meet the requirements of UAE.S 5019:2018.
SCOPE
It applies to all new passenger cars and vans smaller than 3.5 tones (annual imports greater than 75 units).
