ATIC CCC Certification Service

China Compulsory Certification (also known as CCC certification) is the compulsory product certification in China. According to the requirements of CNCA (Certification and Accreditation Administration of the People’s Republic of China), all products listed in the compulsory product certification catalog which does not obtain a certificate or apply certification marks in accordance with regulations, shall not be imported, shipped from the factory, or enter into Chinese market.

Certified products range from products that involve human health and safety, animal and plant life and health, and environmental protection and public safety. CCC only recognizes the CB certificates in the the IECEE-CB system that China agrees to adopt. In addition, products that are specially processed for export according to the foreign trade contract may not apply for CCC certification, but the remaining products that have not been exported must obtain CCC certification before they are sold in China. According to CCC regulations, both manufacturers and importers can be CCC certificate holders.

Japanese automotive homologation system is ranked among the world's three major automotive homologation systems together with European and the United States. The core motor vehicle regulations are the Road Vehicle Law, the Motor Vehicle Type Designation Rules, the Security Standards for Road Transport Vehicles, and the Air Pollution Prevention Law.

Before entering the Japanese market, the whole vehicle and auto parts need to be type approved and supervised by the Ministry of Land, Infrastructure, Transport and Tourism of Japan. Japan's whole vehicle test includes safety, emissions, fuel consumption, and noise test. The Ministry of Land, Infrastructure, Transport and Communications is responsible for testing and issuance of reports.

The Japanese Industrial Standards Committee (JISC), Japan's national standardization body, plays a central role in developing standards in Japan covering a wide range of products and technologies from robots to pictograms. JISC is also responsible for Japan's growing contribution to setting international standards through its work with the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC).

Japanese Industrial Standards (JIS) covers industrial and mineral products, data, services and management systems under the Industrial Standardization Act.

Businesses that receive certificates of conformity from accredited certification bodies are eligible to display the JIS Mark on their products, electromagnetic record provision documents or service provision documents, etc. All certification bodies accredited for the JIS marking system must be compliant with ISO/IEC 17065. The certification process consists of two elements: evaluation of the conformity of products, electromagnetic records, or services with the relevant JIS, and the evaluation of the quality management system. As of March 2019, there are 24 JIS-accredited certification bodies, including three outside of Japan, which have issued about 8,700 certifications for JIS Marks.

The importation of vehicles to Australia is prohibited except in very specific circumstances. Most vehicles are imported by large manufacturers that invest substantially in research and development to ensure that every new vehicle meets minimum safety standards that maintain the safest possible environment for all road users and our community. Manufacturers wanting to import vehicles to Australia for supply must first obtain a Vehicle Type Approval.
Approved companies known as Registered Automotive Workshops (RAWs) may import a limited range of used vehicles on behalf of individuals. Individuals can also apply to import vehicles to Australia. A Vehicle Import Approval is required to import a vehicle. The vehicle will not be released from customs control by the Australian Border Force (ABF) unless it has a Vehicle Import Approval.

Before a new vehicle can be registered for the first time in Australia, it must meet the requirements of the Motor Vehicle Standards Act 1989 (the Act). The Act applies to all new vehicles - whether road motor vehicles or road trailers. Under the Act, new vehicles are required to be fitted with an identification plate (formerly known as a compliance plate). The identification plate provides a clear indication to the state or territory registering authority - and to the owner and the general public - that the vehicle is ready for use in transport on public roads in Australia.
The Road Vehicle Standards Act 2018 (RVSA) and associated Road Vehicle Standards Acts relating to consequential and transitional provisions and charges passed Parliament in late 2018. The Road Vehicle Standards Rules 2019, which cover the operational aspects of the RVSA, were made in February 2019. The RVSA will replace the existing Motor Vehicle Standards Act 1989 (MVSA) and deliver an updated and modernized system to regulate the first provision of road vehicles to the Australian market.

In Australia, the entire process from application to obtaining an Identification Plate is called Certification. The entire certification process is managed by Australian Department of Infrastructure, Transport, Regional Development and Communications.
 
The scope of vehicle certification includes: Motor Vehicles, Trailers, Tractors, Bicycles, Used Imported Cars, Special Vehicles, etc.
Component certification includes: Automotive Lamps, Rearview Mirrors, Seat Belts, Brake Hoses, Glass, Tires, Retro-reflectors, Filament Bulbs, Couplings, Seats, etc.

ATIC Korea Vehicle Type Approval

Korean product safety KC certification is a compulsory certification implemented by the Korean state. It is supervised by the Ministry of Trade, Industry and Energy of Korea which formulates related laws, enforcement decrees and rules on product safety. According to the Korean Electrical Appliances and Consumer Goods Safety Management Act, and the Korean Special Children's Products Safety Management Act, the certification scope includes three categories: electrical appliances, household products and children's products. Among them, there are 442 of electrical appliances that require compulsory certification, 66 of household products, and 36 of children's products. For these nearly 600 kinds of products within compulsory safety certification scope, the Ministry of Trade, Industry and Energy has stipulated different procedures of certification according to their safety levels, includes: safety certification, safety inspection and supplier’s declaration of conformity. Products within the compulsory certification scope must conduct KC certification and bear the KC mark on their products before entering the South Korean market.

Motor vehicle parts that enter the Indonesian aftermarket must comply with the Indonesian SNI standard and pass relevant certification. The Indonesian SNI (Standard Nasional Indonesia) standard is formulated by the National Standardization Agency of Indonesia (Badan Standardisasi Nasional - BSN). The auto parts must be tested in the Indonesian domestic laboratory authorized by the Indonesian National Accreditation Committee (Komite Akreditasi Nasional - KAN), and the authorized auditors conduct the factory audit and other certification processes, and finally obtain SNI certificate. At present, Indonesian  mandatory certification for automotive parts includes: Tires, Wheels, Glass, Batteries and Helmets.

Thai Industrial Standard (TIS) is the technical standard of the Thai Industrial Standards Institute (TISI) to achieve standardization and to target products of the best quality. The TIS standards include technical specifications, product characteristics, product handling performance, raw material quality and testing procedures. Currently, there are more than 2,000 TIS standards covering many consumer products such as food, appliances, vehicles, building materials and more.
 
TISI has established TIS standards to meet the needs and development of national industry, corporates, economics, governments and society, as well as government policy support, consumer protection, and environmental and natural resource protection. TISI offers a product certification program that includes two certification marks, a voluntary certification mark and a mandatory certification mark. Currently there are more than 100 mandatory TIS standards, products under these standards shall be certified before entering Thailand market.

Philippines began implementing the compulsory product certification system on August 2, 2006. The authority is the Department of Trade and Industry (DTI). The regional office of DTI is responsible for certification-related testing and auditing activities. The Bureau of Product Standards (BPS) is subordinate unit of Department of Trade and Industry Philippines (DTI). It is responsible for the development, implementation and coordination of all standardization and the development of the BPS national standards in Philippines. Bureau of Product Standards (BPS) includes Standards and Regulations Department, Standard Information Service Department, Product Certification Department, Quality Management System Certification Department, and Conformity Assessment Body Accreditation Department.

CMVR is the abbreviation of Central Motor Vehicles Rules. Its standard committee is called CMVR-TSC (CMVR-Technical Standing Committee) and belongs to the Indian Ship, Road Traffic and Highway Administration. Since 1991, the CMVR regulations stipulate that motor vehicles and their systems and components must be approved according to the CMVR regulations before entering the Indian market. The tests includes Safety, Emissions and the type approval process includes Factory Audit, Type Testing and Conformity of Production (CoP).

Bureau of India Standards (BIS) is the National Standard Body of India established under the BIS Act 2016 for the harmonious development of the activities of standardization, marking and quality certification of goods and for matters connected therewith or incidental thereto. BIS has been providing traceability and tangibility benefits to the national economy in a number of ways - providing safe reliable quality goods, minimizing health hazards to consumers, promoting exports and imports substitute, control over proliferation of varieties etc. through standardization, certification and testing.

In January 1947, the Indian Standards Institution (ISI), as the then national standards body of India, was registered as a Society under the Societies Registration Act, 1860. Its mandate was to prepare and promote standards for adoption by Indian industry. Later, its mandate was expanded to include Product Certification activity through the Indian Standards Institution (Certification Marks) Act, 1952.

Tires for aftermarket are included in the ISI certification scope. Only ISI certified tires can legally enter the Indian market.

Argentina Component Type Approval

Argentine Ministry of Industry’s Regulation No. 91 of 2001 and Regulation No. 66 of 2008 established the mandatory certification system (Certificate of Homologation of Auto Safety Part - Certificado de Homologación de Autoparte de Seguridad - C.H.A.S.) for Argentine automotive aftermarket parts and safety units, which is applicable for both imported or local produced products. The Eurasian Economic Union (EAEU), also known as the Eurasian Union (EEU), was formerly the Customs Union (abbreviated as CU) of Russia, Belarus and Kazakhstan. Armenia and Kyrgyzstan subsequently joined the union, and the Eurasian Economic Union was formally established in 2015.

Eurasian Conformity (EAC) is a product certification system formulated and implemented by the Eurasian Union. At present, the Eurasian Union is expected to issue 66 product technical regulations, and 48 regulations have been enforced. The product scope covers a wide range of food, electrical appliances, children products, transportation, chemicals, light industrial products and other fields.
