Background and Status
Following the publication of the new vehicle type approval framework regulation Regulation (EU) 2018/858 (the new framework), the EU officially published the new general safety regulation Regulation (EU) 2019/2144 (the old GSR) at the end of December 2019. The new GSR aims to increase protection for occupants of vehicles, vulnerable road users (pedestrians outside vehicles, cyclists, etc.) and reduce accident rates and injuries.
The new GSR will replace the old General Safety Regulation (EC) No. 661/2009 (the old GSR), amend the technical regulations of the corresponding items in the new framework, repeal the series of EU technical regulations referred to in the old framework Directive 2007/46/EC (the old framework), and add and upgrade a number of safety technical requirements.
The new GSR includes a number of new advanced technology requirements, including reverse reversing detection system, intelligent speed assistance (ISA) system, alcohol interlock installation, driver drowsiness and attention warning (DDAW) systems, event data recorder (EDR) and nearly ten other requirements, as well as upgraded ECE R79 requirements for assisted driving functions (such as automatic parking, lane keeping and automatic lane changing).
OEMs/relevant system manufacturers need to achieve a better understanding of the new GSR regulations to ensure that the definition and design of system functionality meets the boundaries of the regulations.
