Brief: According to Regulation (EU) No 165/2014, from 15 June 2019, all newly registered lorries over 3.5 tonnes and buses over 3.5 tonnes carrying more than 9 passengers require the installation of tachograph devices, which require type approval and affect European Commission Member States.
 
The Smart Driving Recorder is a new generation of in-vehicle mandatory digital recorders for implementing EU legislation on professional driver driving and rest time (social supervision). The new features leverage advanced digital technologies such as satellite positioning, road law enforcement short-range communications, and interconnection with other telematics applications (such as smart parking or paid driving applications) through a coordinated intelligent transmission system interface. It will allow automatic recording of the start and end of the journey, as well as remote access to certain tachograph data to the control authority via wireless data transmission.

TYPE APPROVAL
For the driving recorder card and recording equipment, if the following conditions are met, the type approval authority of the EU member state will issue a type   approval certificate.

Safety Certificate
Safety Equipment The recording equipment components to be certified are vehicle units, motion sensors, external GNSS equipment and driving recorder cards. In special cases, the safety certification body refuses to certify new equipment on the grounds that the safety mechanism is out of date. Only in these specific and special circumstances can the type approval continue, and when there is no alternative solution, the regulation exists. In this case, the Member State concerned should immediately inform the European Commission that the European Commission should initiate procedures within twelve calendar months of the type approval to ensure that the level of safety is restored to its original level.

Function Certificate
Each type approval shall provide to the type approval authority of the Member State all materials and documents deemed necessary by the authorities. The manufacturer shall provide relevant samples of type approval candidates and related documents required by the laboratory designated for functional testing within one month of the request. The Type Approval Authority provides a functional certificate that, in addition to the beneficiary's name and model identification, shall specify a detailed list of tests performed and the results obtained. The functional certificate of any recording device component shall also indicate the model approval number of the other recognized compatible recording device component for which it is certified. Interoperability Certificate
Interoperability testing is conducted by laboratories authorized by the European Commission. The interoperability test shall be carried out in accordance with the regulations and with all types of recording equipment or driving recorder cards. If the interoperability test is not successful using one or more recording devices or driving recorder cards, the manufacturer is requested. Interoperability certificates may not be delivered until the necessary modifications are made and the interoperability testing is successful. In the case of a manufacturer modifying its product, it is the responsibility of the manufacturer to determine to the relevant agency that the safety certificate and function certificate are still valid. The interoperability certificate is valid for six months. If the manufacturer does not receive the corresponding type approval certificate, it will be revoked at the end of this period. It is forwarded by the manufacturer to the type approval authority of the Member State that has delivered the functional certificate.

Type approval certificate
A type approval body of an EU member state may deliver a type approval certificate after it holds three required certificates. The type approval certificate for the recording equipment component shall also indicate the type approval number of the other type-approved interoperable recording equipment. The type approval certificate shall then be updated by the type approval authority and the laboratory to update the model number of the recording equipment or the driving recorder card. website.
