Brief: According to the latest notification by the Indian Ministry of Road Transport and Highways, AIS 038 Revision 2 Amendment 3, the standard of traction battery (REESS), has been officially implemented since March 31, 2023. Besides, traction battery (REESS) is officially included in the safety criticalcomponents, and its type approval and conformity of production need to be verified by the Indian official agencies.
BACKGROUND
August 29, 2022, the Automotive Industry Standards Committee issued Amendment 2 to the AIS 038 Revision 2. Then, September 27, 2022, the Indian Ministry of Road Transport and Highways updated the government notification and introduced Amendment 3 to the AIS 038 Revision 2, which detailed therequirements of Amendment 2and changed the implementation date into two phases: December 1, 2022 and March 31, 2023.
From December 1, 2022, the following additional requirements have been into force.

CERTIFICATION PROCESS
According to AIS038 Rev.2 Amd.3:
⇨ Factory audit and CoP surveillance, need to refer to the requirements of the AIS 037.
⇨ AIS 037 provides a detailed description of the procedures for establishing conformity of production of safety critical components.
FACTORY AUDIT PROCESS
a. Submit factory audit application and documentation
b. Appointment with the Indian official agency for the audit
c. On-site audit
d. Obtain audit report
The requirements of the audit plant are as follows:

CERTIFICATION MAINTENANCE
The AIS 038 certificate is valid for 2 years and CoP surveillanceis required to extend the certificate.
Requirements of CoP surveillance:
a.Apply 4 months before the expiration
b.Send samples for testing (test items are: vibration test, overcharge test, overtemperature test)
c.Obtain the extended certificate
