Motor Vehicle Type Approval and Component TISI Certification
The Ministry of Transport of Thailand (MoT) is the ministry of the Government of Thailand responsible for the development, construction, and regulation of the nation's land, marine, and air transportation systems. Department of Land Transport (DLT) is a subsidiary of the Ministry of Transport. Its main functions are to improve transportation laws, vehicle regulations, improve public transportation facilities and develop land transportation networks. it's one of the authority for motor vehicle type approval in Thailand.
The Thai Industrial Standards Institute (TISI) is the national standards organization for Thailand, established under the Ministry of Industry (MoI) by virtue of the Industrial Product Standards Act B.E. 2511. According to the Act, TISI has, as its governing body, the Industrial Product Council which controls its policy, sets the priority of standards to be prepared, recommends qualified persons for the Minister to appoint to TISI technical committees, arbitrates and awards licenses under certification scheme. TISI's activities include: standards development, product certification, standardization etc.
Motor vehicle type approval procedure in Thailand includes Safety Certification and Emission Certification, which are respectively responsible and supervised by DLT and TISI. In addition, the on-board wireless communication system and radar systems are supervised by the Office of the National Broadcasting and Telecommunications Commission of Thailand (NBTC).
ATIC works closely with Thailand government departments including Department of Land Transport (DLT), Thai Industrial Standards Institute (TISI), National Broadcasting and Telecommunications Commission of Thailand (NBTC), Thailand Automotive Institute (TAI) as well as local laboratories to provide certification and consulting services mainly to Chinese manufactures. ATIC will support importer and manufacture for preparing and submitting applications and technical documentations to DLT.
Testing and Certification
Manufacture prepare testing samples and deliver to designated labs in China, tests will be witnessed by ATIC experts, reports and approval certificate will be issued. For several items covered by TISI standards may need to send samples to Thailand for testing.
DLT will make a full technical review and vehicle inspection based on technical documents and sample vehicle submitted. At least including design review, parameters and configurations review, inspection of lamp installation, driver's view, engine power, brake, emission, etc.
After technical review and all items fulfill MVA and LTA regulations, vehicles can be registered into DLT approval system. Importer and manufacture can import and sell vehicles legally in Thailand based on DLT certificate and registered VIN numbers.
ATIC will support manufacture for preparing and submitting registration to TISI.
ATIC will follow up factory audit plan after registration conformed by TISI officers. ATIC many accompany with TISI officers for factory audit. Testing samples will be collected during the factory audit.
ATIC will support importer or manufacturer to send testing samples to designated testing labs in Thailand. ATIC experts will draft the testing plan and follow up testing and reporting process.
Review and Approval
TISI will review application documents as well as testing reports, if all items are satisfied then TISI certificate will be issued. Certificates are permanently valid until product and regulatory changes are made, annual review is required every year.
